Opportunity Parsons is the Project Consultant for the construction supervision of a large prestigious road & infrastructure project in Khalifa city, UAE. The Work scope comprises roads, infrastructure and street scape. Position Overview The Utility Engineer will assist the Resident Engineer in administering the operational functions of the day-to-day activities on the project with respect to utilities works. Will coordinate with various government departments, contractors, consultants and public to facilitate progress and avoid delays. He will also maintain logs of project progress, handing-over and final accounts. The Engineer at this level is a fully qualified professional, proficient in the utilization of most construction / engineering theories and practices. To arrange progress meetings for various utilities with the service authorities representative, minute them and distribute the records as required. Opportunity Parsons is the Project Consultant for the construction supervision of a large prestigious infrastructure project in Khalifa city, UAE. The Work scope comprises roads, infrastructure and street scape. Position Overview The Materials Engineer will be providing all necessary assistance to the construction team with respect to all materials submittals, approvals, testing, sampling, etc. He will participate in the quality control of materials including all the laboratory and field testing, acceptance of used materials, checking and accepting all remedial and corrective measures. He will supervise the works of the Materials Inspectors. Job Responsibilities • Review and approve (make recommendation for approval by the RE/SRE) of all submitted materials by the contractor. • Ensure compliance of used materials with the project’s specifications. • Participate in construction quality control. • Supervise, participate and direct sampling and testing of all materials according to the contract and the specifications. • Analyze the test results in a timely manner and recommend action to the Senior Resident Engineer /Senior Materials Engineer. • Maintain records of test results and all taken corrective actions. • Track and review the site testing and certificates of compliance. • Ensure very close and clear coordination of his team activities with the other construction supervision staff. • Follow up and verify implementation of corrective actions. • Coordinate the review and approval of specialty and other high-profile materials with Client/PMC and other stakeholders as directed by the SRE and Senior Materials Engineer. • Ensure inspection and checking of all delivered materials to site for conformance to the project requirements and approval, as directed by the Senior Materials Engineer/Resident Engineer/Senior Resident Engineer. Requirements • Bachelor Degree in Civil Engineering with 5+ years demonstrable experience in in Materials and Quality Control on major road, highway and general infrastructure projects preferably in the Gulf region. • Emphasis on Quality Assurance Specifications and Statistical Quality Control. • Should be able to review and justify the material submissions analyze laboratory and technical reports, carry out acceptance sampling plans, testing and quality measures, ensuring the compliance with the project’s Specifications. • Must have a sound knowledge about contractual relationships. • Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software. • Must be fluent in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills. Position Overview The Quantity Surveyor (QS) is part of the shared services team and will be providing all necessary assistance to the construction supervision team with respect to all financial aspects and contractual matters in the project. He / she will participate in the review and approval of interim payments, project variations and other financial matters. The QS will assist the Senior Quantity Surveyor (SQS) in the analysis and evaluation of all contractor claims by the contractor and other contractual matters. Job Responsibilities • Assist the SQS in all matters relating to the financial and contractual aspects of the project. • Participate, record and assist in the preparation of the minutes of the progress meetings. • Provide support to the SQS on all financial and contractual matters throughout the course of the work in the project. • Participate in all commercial meetings. • Liaise with the SQS to ensure prompt submittal and completeness of Contractors monthly payment applications and assist the SQS in finalizing the payment certificates. • Maintain and streamline all cost and quantity records. • Advise the SRE and RE’s on measurement procedures and calculation of interim and final quantities. • Evaluate the unit rates for new work items and present to the SQS for review. • Participate in recording the details and monitor the day works recording and process. • Assist the SQS in the preparation of variation orders. • Participate in the Evaluate contractual claims for review by the SQS. • Participate in the evaluation and recommendation of entitlement of Contractors claims for review and issuance by the SQS. • Advice on contractual matters related to financial issues. • Ensure completeness and validity of all contractual requirements. • Monitor the contractor’s resource allocation. • Assist the SQS in the preparation of financial statements for monthly report. • Partake in the auditing of payments to Contractors. • Check and record measurements of completed work. • Monitor contracts final cost estimates. • Assist the SQS in the review, negotiation and preparation of claim settlements with the Contract’s Department of Client and the Engineer (PMC). • Participate in the preparation of Final Account with all supporting documentation.
