The Role The Quality Assurance / Quality Control Manager is responsible for monitoring the implementation of the Company’s Management System in compliance with the company corporate policies, International Standards and Client’s requirements. Implementation of the QS may require development or modification of Corporate procedures. As per project needs the development of a project-specific Quality Plan, as a road map of the Project Quality Requirements, is recommended even not required by the contract. The Quality Assurance / Quality Control Manager monitors the establishment by the construction contractors of quality-assurance (QA) programs sufficient for the Project. Monitors and audits the quality related activities, outlined in the Quality Plans, to confirm that products or services provided are by client requirements. Identifies and reports to the Senior Resident Engineer and as-per-needs to Construction Director and the Area Quality Manager on quality issues or trends based on data from a variety of sources. Supports implementation of appropriate corrective action to quality issues. Provides input to management on projects performance metrics, and process or procedural system improvements. Assumes additional responsibilities as directed by the SRE. Requirements Degree in Engineering with fifteen (15) years of related work experience in the field of quality assurance and quality control, including ten (10) years experience in quality management of construction projects. Lead Auditor ISO9001:2015 certificate. Requires extensive knowledge of quality assurance/quality control management practices, processes and current technology. Ensure safety goals are achieved on the project and oversee implementation of safety procedures on the project. Act positively and participate in all health and safety issues at site, as required by the Senior Resident Engineer, and the Project Safety Representative. Comply with safety, health and risk management requirements. Provide all necessary on-site direction and issue site instructions with respect to drainage works, utilities and other related activities. Report back as necessary to the Senior Resident Engineer. Check and measure the performed work and record and display progress vs. programmed work. Prepare progress reports as applicable. Ensure correctness and completeness of ‘as-built’ drawings in the area of his discipline. Participate in contract administration. Requirements EXPERIENCE AND QUALIFICATIONS Degree in Civil Engineering and minimum fifteen (15) years post graduate experience in design, site supervision, and construction management of Utilities in major highway and infrastructures projects. Demonstrable experience in all aspects of civil supervision on major road, highway and general infrastructure projects preferably in the Gulf region. Chartered Engineer or Professional Engineer (PE) registration or other similar professional organizations accepted by the Authority would be an advantage. Registration with MME (Qatar) is mandatory to function as an Engineer in Qatar. Emphasis on Quality Assurance Specifications and Statistical Quality Control.
